IEEE 1789-2015
IEEE Recommended Practice for Modulating Current in High-Brightness LEDs for Mitigating Health Risks to Viewers
Scope
How much flicker an LED light source may carry at a given modulation frequency before it becomes a health risk, expressed as low-risk and no-effect boundaries against percent modulation.
Notes
This is the document behind "why does that LED fixture strobe on camera at 1/1000th". PWM dimming below a few kilohertz is visible to a rolling shutter long before it is visible to a person, which is why broadcast specs quote flicker limits that stage rigs never had to meet.
